spending big $$$ for Adobe Photoshop is certainly not everyone's cup of tea. here are 2 tools (both free) i'm using for RAW images: Raw Therapee is a RAW converter and feature-packed digital photo processing software. and for Q&D jobs on the go i recommend Fotografix, quite impressive, what creative developers can accomplish in less than 700kb. :) Edit: almost forgot this goodie... the Full Dynamic Range Tools (the basic version of FDR Tools is free as well) support RAW images. the program delivers absolutely stunning results. but, boy, is it heavy on your system resources. :)

Well, without a preferred price listed, I'll have to say Photoshop. With Photoshop CS4, you can use the Camera Raw Plug-in to edit RAW files from the majority of the leading digital camera brands.

Most tools can handle raw files (Photoshop, even Picasa). Here is one reference discussion: Photoshop CS3 can't open RAW files I usually convert the RAW to the best JPG format of interest and handle it there,

The "best" tool is that you know better to handle. If by best, you mean that you're skillful enough to know how to use Photoshop, then yes, Photoshop's RAW plugin can load them and you can edit/enhance them. If you meant free/easy, then even Irfanview with it's CRW plugin can open them and has basic filters and cropping tools for you. I hope that answers you.
