Without deleting the app itself, can I delete an app's related data?

In iTunes you can select which apps to sync with your phone. Uncheck the one that you want to delete and sync with your phone. That will delete the app from the phone only (iTunes will still have a copy) and it also will delete the app's datafiles from the phone.

Then you can recheck the box in iTunes, sync again, and the app will be reinstalled on the phone.

No, deleting the app and then re-downloading it is the method to clear out all settings. Some apps will have an option on their settings page to clear out data or caches, but not many.

You will have to delete it on the phone and in iTunes and then download it again, or you can delete it on the phone and download it again directly on the phone. –  ridogi Dec 17 '09 at 18:17

In addition to the app data saved on your iPhone, you can also choose to have app data backed up to iCloud. As such, even if you've deleted the app from your iPhone, the data may still be accessible in your iCloud account. If you deleted an app but still need the data, you can back up from this saved information. If you're worried about sensitive data information getting into the wrong hands, you can choose to delete this information from your account. If you want to erase unnecessary app data without deleting and reinstalling the application, consider using a third-party management tool, like a iPhone Data Eraser to access data on the iPhone and delete cache files. here is the guide: How to Delete iPhone Data Permanently
