Here's one I've used a little: apcupsd. There are versions for Windows, OS X and Linux. It supports RS-232, USB and SNMP (Ethernet). Smart-UPS and Back-UPS models are supported. Source code is also available.

Can you please be more specific by saying for what OS the software should be intended, for which UPS make and the type of connection of the device (e.g. Ethernet to a LAN, direct serial connection to the PC and so on). Then people here should be able to help you.

The first two are already in the question. The title says "APC" and the tags include "Windows". – Dennis Williamson Jul 19 '09 at 12:17

Wouldn't it make more sense to accept Dennis' answer, and comment on it? – dbr Jul 29 '09 at 13:49
