I have a laptop that was running Vista with skype installed. The built in webcam worked fine for long time. But then stopped working.

Subsequently install Windows 7 on the laptop and it worked as well.....for a while.

I went into the Tools, Options, Video Settings in Skype and the webcam was working in the dialog but not when I do a video call.

Then after a day or two later it wont even work in the Options dialog.

Any idea what I can try to fix it?

I have seen this issue on several Windows 7 laptops. You will need Windows 7 drivers for your laptop. Even though Windows 7 has certain drivers built-in for various laptop webcams, they seem to be unreliable at best. If you cannot find a Windows 7 driver, a Vista driver may work. Also, after installing the drivers, you will need to reboot. You may also need to be careful with Standby and Hibernate as many webcam drivers do not correctly implement the various power-saving modes.

A driver for your webcam model. Most likely, your laptop manufacturer's website has a driver section with it. If not, you may need to download and run siw.exe by Gabriel Topala to determine exactly what model you have. – Solaris Dec 21 '09 at 3:23
