I like FileZilla. It's free, fairly easy to use, and for me works without a hitch and has all the features I need from ftp and sftp.

I prefer Core FTP LE. Besides a better UI, it also has:

SFTP (SSH), SSL, TLS, IDN, browser integration, site to site transfers, FTP transfer resume, drag and drop support, file viewing & editing, firewall support, custom commands, FTP URL parsing, command line transfers, filters, and more.

Free tool WinSCP works well for FTP and SFTP (SFTP for secure encrypted FTP)

Filezilla, also free, is fine, supports SFTP too.

I use Total Commander for all my file stuff. It supports FTP (incl. over SSL) as well, so I don't use a specific FTP client. I find it really useful that FTP and local file administration is virtually identical. It also handles zips, tars and so forth which makes all file operations very similar.

I'll vote for FireFTP. It's a Firefox plugin and works great! I love the fact that I don't have to leave my browser to use FTP anymore.
