You'll need Mac OS X 10.5 (Leopard) or higher (Snow Leopard) in order to use the current iPhone SDK (3.1.2). This SDK can be found at http://developer.apple.com/iphone/

Actually the minimum is Mac OS X 10.5.7 for iPhone SDK 3.1.2 – Phenom Jan 2 '10 at 21:28

As Steven says, OS X 10.5 is the minimum OS. Bear in mind, too, that you'll need an Intel Mac (note that 10.5 also runs on PowerPC Macs).
