Before you do the clean install, go to Dell website and download drivers for 64bit and save them on a different partition or USB drive. In particular, pickup the chipset and ethernet drivers. Those backup drivers program never seems to save all the misc application that goes along with the driver. You can still use it, but I won't solely depend on it.

I had this happen on my Dell Studio with slot-type drive. Pressing the Eject key next to the function keys didn't work and the drive did not show up in My Computer. Have you tried searching Windows update for the driver? I've never seen Windows 7 fail to install a webcam out of the box. I found the install files from the CD, and can't seem to find a driver at all, which to me says it's assumed the system will take care of it. Does it show up in the device manager?
