This is actually incorrect. There are temperature sensors in current processors. Current processors provide access via a 1-wire or 2-wire interface. Older generation processors have a thermal diode which can be read by a remote temperature sensor. This is on top of the overtemp signals (of which there are two -- an approaching max threshold and have exceeded max threshold).

Thermal paste is a common cause of processors heating up when the heatsink appears to be working fine. I wouldn't worry about the -12V signal because it probably isn't even used in a current motherboard. I also wouldn't trust the software reading. A meter is much more accurate and you can probe around to see what the different voltages is across the board (there will be a drop from the source to the load if any current is being drawn).

Most newer processor fans are 4 wire. 3 wire is still the most common outside of the processor fan. The system fan may still be running just the TACH isn't hooked to the expected header.
