The User Manual states in the Technology Features that it has "Dual +12 V Rails." That could be inaccurate, though. I don't have any intimate knowledge of the design of this specific power supply.

If safe mode also failed, then drivers as the problem would be ruled out for the most part. But since it passes, drivers could still be the issue.

Fan control can vary depending upon the motherboard design. My understanding (as a motherboard hardware designer) is that it usually resides in the BIOS tells the OS using an ACPI interface. One way to override is covered in the question superuser.com/questions/29049/… Fan control can also run autonomously via SMBus, Super I/O or Application Specific IC devices based on temperature reading(s).
