comment How to setup Windows from an external hard drive?
I've also installed Windows 7 from a external USB DVD drive without any problems.

comment Why is my USB mouse disconnecting and reconnecting randomly and often?
If the issue still shows up after a clean install of Windows 7 from Vista, then that points to the hardware (either motherboard, power supply, or mouse/keyboard). Since another mouse also fails, then I would inspect the motherboard, specifically around the USB connector and South Bridge chip to see if there is any discoloration, missing componoents, or anything that looks different from the rest of the board. The USB traces usually snake through the PCIe/PCI slots from the SB to the connectors.

A bad CMOS may or may not keep a system from booting depending upon the chipset and motherboard design.

comment Is the motherboard the cause of these errors?
Yeah, you could be running into a few issues at the same time. That always makes it harder to debug. A good strategy is to isolate the issues if you can.

comment Differential backup software with DVD burning for Windows?
Acronis is good. I've been upgrading as they come out every year for the past 4-5 years now. But, when they decided not support Windows 7 in their 2009 version, I decided it was time for me to stop supporting them. I did find out that Windows 7 has a pretty good backup implementation itself (still not as good as Acronis) and am using that instead.

A POST card could also tell you nothing useful.

Debugging an issue like yours without a POST card is like pxxxing in the dark.

Sometimes, I use them daily. Look at my "About Me" to see why. :-)

You really could use a PCI POST card to see how far BIOS is getting through the boot. I've added a picture to my answer. It'll go a long way toward diagnosing the issue.
