comment Ethernet vs TCP vs IP?
Awesome way to look at it. To add to it. Ethernet has mac addresses in the header, to specify which nearby machine to send to. IP adds IP address info so packet can be routed across several routes. TCP adds port info, so multiple processes running on the same machine (with an IP address) can be differentiated.

Brilliant. --modify-window - When comparing two timestamps, rsync treats the timestamps as being equal if they differ by no more than the modify-window value. This is normally 0 (for an exact match), but you may find it useful to set this to a larger value in some situations. In particular, when transferring to or from an MS Windows FAT filesystem (which represents times with a 2-second resolution), --modify-window=1 is useful (allowing times to differ by up to 1 second).

comment Cannot access webserver on virtual machine from the internet
Apparently, I shouldn't delete the Nat adapter because I am using Vagrant. Commands like "vagrant up" won't work if the Nat adapter is removed. So mine might not be the best solution.

comment VPN to work from another continent?
#1 is a fair point, although I try to access external sites using another computer w/o the VPN, or turn the VPN off. However, there's no way around this problem that I know of if I have to access work data at another site far away from the VPN location, and I am also far away from the VPN. Or, regardless of source location, if I want the data to travel through the VPN for security reasons.
