It wasn't simply not working. It would establish a connection, but the streaming would be awful on the other end. Tried using several protocols, the receiver had the ports I chose for streaming forwarded. Among several combinations, the only that "worked" was UDP, MPEG2, MPEG-TS (Which is why I believe it wasn't working very well when I think of it, UDP was probably bombarding his PC with packets without the ability to properly put them into the streaming). I'll try your recommendation. Would HTTP be ideal for reduced delay?

As for using a router myself. I'm aware that having two Natings is pointless. The reason why I asked the question, however, is because I'm not sure if Nating is necessarily done from their part. I thought there was the chance that if the addressing was done by my router, then their modem would identify the Nating had already been done and wouldn't include me in it's own Nating. (From what the tech support said, modems are doing the routing)

@ScottChamberlain My apartment complex does not handle any of the service actually (I wish). It is all done by Cox in a very industrial fashion (You have to go through several tech support guys to even extract some info).

The programs I use which uses certain ports behave as if the ports are closed. Sniffing indicates that the ports are closed. All I can think of, with my limited knowledge, is to forward them (Since they are not Blocked my the ISP).

I tried that, but the emulator does the scaling only on what is displaye. It doesn't increase the resolution of the process. Since the recording program hooks to the process, it doesn't make a difference.
