"What am I doing wrong?" Well, for one, running XAMPP on Windows 7. You will have a much better experience if you use a BSD/Linux platform to run MySQL on, not a desktop operating system

Yep, it's your opinion. I will defend your right to express that until the day I die. I also have an opinion, which I expressed by down voting what I believe to be a bad recommendation. Others are free to vote as they see fit as well. Your answer is reason number X that product/service recommendations really don't work within the stack exchange mission.

Maybe, maybe not. With the information you provided, there's absolutely no way to tell, and it's unlikely that the router can provide this information. Ditch this old technology and move to a professional solution.

It's unlikely that this router will be able to give you the tools to properly troubleshoot this. The best you can do is try and put a device in-line and start performing packet captures. Perhaps the other PC is infected with some sort of malware/virus, and is spewing traffic, causing the router's state table to fill.
