This sort of thing really shouldn't be handled by your shell. Look into screen multiplexers, like GNU Screen or tmux. These can easily be configured to do what you are asking about, and as an added benefit, you can start a long-running process, then detach from that window, then re-attach later if needed.

Get a real ISP. As written, you're on a residential, consumer-grade ISP. Put a server in a local co-location facility and you'll have no issues.

Well in your question, you sure didn't let on to that fact. To allow traffic to IIS from the web, you'll need to set up a port forward. Keep in mind, though that after doing this, you'll still need to use the private IP internally, as it's highly unlikely that your router supports hairpin NAT.

You're going to lose all of those connections. If that's a big deal, then find another computer to use for configuration of the router. There's really no way you're going to get around this.
