Do an apt-cache search jobs and see what packages come back, maybe there is something that you can install that is the jobs command itself or similar. Or just use Cron.

Well the ps command just shows processes, so it's not an alternative. Try this: ps aux | grep shutdown | grep -v grep and I bet that comes back with nothing. Essentially when you grep, that is also a process, so you're probably just getting your grep process returned and not the shutdown process. The -v grep says omit the grep process.

@user1721949 Well that netstat shows both port 80 and 22 are listening on your server ( meaning the services are up ) so your router needs to be forwarding those ports to your ubuntu servers IP. That's the problem, something in your forwarding.

If it works internally on the network, then a netstat is not needed. An online port checker tool shows port 22 is closed on your external IP: yougetsignal.com/tools/open-ports - Double check your port forwarding

To me it looks like your virtual box VM is in a bridged mode ( attached to your hosts NIC ) and not getting it's own IP from your DHCP server. ( your router ) You tried to ping a 192.168.X.X address from a different subnet 10.X.X.X. Try to change your VMs NIC settings in virtualbox to NAT or independent.
