also, it seems to me that in Windows 7 (and possibly earlier) that windows will notice this much sooner if you try and fail to manipulate the window in some way. like if a program doesn't process a maximize or move message, windows 7 will jump right to not responding after about 1 or 2 seconds..

this is the correct answer. this is why it doesn't necessarily mean that a program has crashed just because it is "not responding", in fact it's also why the terms "not responding" and "busy" are used to describe this state: the program is literally busy doing something else.

@thameera still seems like a big difference. won't an msi have a wizard, whereas an exe will just straight up execute? won't an msi be automatically uninstallable?

"windows only use the virtual memory if there is no 'real' memory to allocate". that's not true, windows puts all kinds of things into virtual memory automatically because they have a relatively low chance of being used or don't need to be fast if they are used.

this works for me, except that I also have to slide the resolution bar to "Full Screen" (away from full screen and back if it's already there). Sliding the resolution bar seems to trigger it to change the "full screen" monitor from the one it was previously set to to the one that it is opening on. Without this, while it does open in the new position, it still full screens to the old monitor.

for XP, you can do a runas /user:username "explorer /separate" and then just type recycle bin into the browse bar.
