Yes, the lack of a server is why the 169.254 address would be automatically used, to save the trouble of statically assigning an address. I've not come across any clients or servers that won't work using such a setup; certainly sshd is fine with it.

My Mavericks system has the standard C header files in /usr/include and many many more. I'm just guessing that these are installed as part of XCode and/or the command line tools.
