By default USB power saving IS turned on in Windows 7, so as Kruug stated if it hasn't been changed it is likely the source of the problem.

Apologies if it was incorrect. I very much doubt your hibernation file is actually on the hibernation partition. A simple Googling will tell you that it HAS to be on the boot drive. I can't find any evidence that it's possible to have it anywhere else...

You say there is space, but from your image i wouldn't consider that space, even if there is technically enough of it to accommodate the Dropbox icon! Try hiding your name as i suggested?

Is there even enough space to force it to show all menu bar items? Have you tried hiding your name to increase the space available for icons? There are plenty of guides on how to do so.

What do you actually mean by the 'menu bar'? Do you mean the dock? The only way to get it to show all items is to reduce the size of the dock.

According to the Microsoft support forum, the maximum filename length for Skydrive is 230 characters. Yours being 77, I doubt that is the problem. Are you sure there isn't a space at the end of the filename? According to the following guide, that would cause an issue: windows.microsoft.com/en-GB/skydrive/upload-file-cant-faq
