@Synetech: After reinstalling Windows for unrelated reasons, it now works. I still have a couple of issues, but I think those happen in Windows XP too.

I did what you suggested, and my desktop settings are back and I'm no longer a temporary user, but for some reason I can't open Explorer. Whenever I try to open a folder, I get an error message saying that Windows can't open the specified device and that I may not have the permissions.
