I type lots of itty-bitty characters in the hope that they'll do something useful.

I develop applications for the web that serve thousands, and sometimes millions, of users.

I specialize in back-end fun these days, but have a long history of trying to make Internet Explorer do something approaching sensible, and other activities generally described as front-end.

I love to read and study the hardcore concepts of computer science, as well as the whole shebang/gamut of computing history. Areas of particular interest are SmallTalk, Lisp, and the amazing work done at Apple in the late 70s and early 80s.

I also do nerdy stuff with electronic music, and when I find time I also read the mainstay of all geeks: science fiction. I guess I'm true to type. I also enjoy watching vintage movies of all sizes and subjects, but have a fondness for B-movies and dystopic tales.

Cue the Zombie Apocalypse!

That's exactly right. Comcast came this morning, fumbled about, made a quick call to HQ... and BLAM! Everything back to normal. It's kinda the conclusion I already reached, but since I've had fun with two dead(ish) MODEM's and a couple of fishy routers in the past I just wanted some reassurance. When push comes to shove, connect something up to the MODEM directly, and if you see the same nonsense, you know it ain't your router. Confirm with two or three other computers and you know it ain't your equipment at all.

Let's go through the list... traffic graph is inconclusive as the stall point seems to be a percentage of total file size and not any particular ceiling. traceroute is interesting as it seems to hit no less than 6 nodes at Comcast before going out... and it was veeery slooow. We have the usual limits in our contract, but surely it'd be all stop if we hit them (but it's something to look into). As for diagnostics, I've done all the usual steps, starting with a single device hooked up directly (no router). There was no difference at all.

This solved my problem completely. I guess I was getting paranoid about devices and this clouded my thinking about the issue more deeply.

@JasjeevSingh You should put that as an answer. This was the solution that worked. After setting up QoS and clearing DNS on the iPhones, they now get ~25Mbps down and ~5Mbps up.

No. And yes, these are both next on my list. QoS is easy. The survey is also a great idea. One thing that has changed in the same time period is that a neighboring house was rented out. Overlapping channels is definitely a candidate. Thanks, I appreciate your comments. But... my question was about the MODEM. It's hard to wire in a phone! :) But I could force a desktop or laptop to use the 2.4GHz band and test it that way I guess.
