@cool_cs If you have any remote user that have admin rights use it. If you can login remotely as root, use it. If you can't do either of these then you must go and setup remote admin account locally. For any help with sudoers do man sudoers, /etc/sudoers file should contain something like this %wheel ALL=(ALL) ALL and in /etc/group add your admin users to wheel group.

Why so many downvotes? I see this as important system management option and of course server admin decides what user can do and how much they are allowed to consume resources. I can say that it is possible and you can give only specific cores to specific users/groups but i dont have time to dig it up just now (hint: look for kernel modules for this), however if I'll find some spare time I will add details here if still needed.

@MikePennington just while I write this comment I am working in Linux environment and there is read-write mounted Windows 7 NTFS filesystem from VirtualBox VDI's (through qemu nbd) and few others (read-write too) from my real Windows installation configured for dual booting with Linux... See linux.die.net/man/8/mount.ntfs-3g also and you will see that it is supported very well, I'd say completely.

If you happen to have enough free disk space first make backup (every bit including errors) image and after that just start experimenting. Another reason for this is that it is best to start from clean (partition)table. When data is safe fill disk with null, at least few MB from start and 10MB from end and create new MBR.
