I looked at these settings in Device Manager and it claimed to be at 9600N81. But that's not what I see. So, maybe the setting is coming from a Cygwin library.

Does the keyboard have caps/num/scroll lock lights? They flash right when the keyboard gets initialized. I wouldn't put anything past USB, but the PS2 KB should work. This is unusual.
