While I'm not sure if it is properly encoded or not, I do know that the mailto: link works properly using other browsers and on other computers. It is not just one mailto: link, but every mailto: link I click on.

comment What is Performance Monitor telling me when my page faults / second are high?
Finally found the source of all these page faults: the Windows Search service. Disabled that, the page fault total went down to 3,000 / second, and everything runs great.
