But that box is connected to the LAN not direct to the Internet so other traffic is present. To do more requires a more sophisticated network monitor that can filter out all but the traffic you are interested in.

Just because there is something wrong doesn't mean that you cannot access it at all. Networks are designed to be highly resilient to problems but corrupted larger downloads is typical of a misconfigured or otherwise damaged network connection (it could also be a wiring issue).

There is something wrong with the laptop's network connection. Possibly a corrupt driver install. Very unlikely to be RAM, you would notice other issues. The clue is in the download problems. Try downloading a new copy of the network driver, delete the driver using device manager, reboot then rediscover the hardware and reinstall the driver.

Displaylink drivers over USB2 can be slow, especially with large monitors. With a decently powerful PC (i5/4GB+ RAM) I've successfully used 2 monitors (19") on a USB2 hub along with an internal laptop screen and a 24" via the laptop's DisplayPort. That was a Lenovo Thinkpad Yoga. Only a tiny bit laggy on the USB connected monitors. A single 19" on an old USB2 hub on my Surface Pro 3 is absolutely fine.

You simply mount the ISO as a virtual CD - it will often autorun but if not you can manually run the script.

I don't like to be a naysayer but ... no AV is perfect. You should check manually for odd things running and maybe run some anti-malware checks too.

I don't believe it is a real folder but rather a Windows Explorer indirection that has gone wrong. Clearly something is recreating it. Have you checked for malware? Anything odd running?

Have you checked whether Windows recognises that the monitor is present? Try going into the screen resolution settings and click on "Detect". Also check that Windows isn't showing the 2nd monitor grey'd out. I see that sometimes even though the monitor is present, I have to manually enable it.
