comment Does new software slow down old hardware?
I downvoted it for a couple of reasons. Firstly because I am not entirely sure what you are asking - your second paragraph almost sounds like you are asking whether normal software could permanently affect hardware the way firmware does. Secondly, the question was mostly answered on the very page you linked to by various people, e.g. ChrisF; it is also covered by some other questions, e.g. superuser.com/questions/187271/…

comment Underclocking Haswell for power saving
If you are that bothered about power consumption, buy a "T" version CPU rather than a "K" version - the maximum power consumption is typically 30-50% lower but performance is obviously reduced. Noise could be reduced by using liquid cooling instead of a fan. Alternatively, consider an Intel Atom or AMD Fusion CPU as they use even less power and have limited cooling requirements. You haven't specified what you are using it for so it is hard to say if such a system would be powerful enough.

comment How can I get a MByte/s or Mbit/s reading of network activity?
You still can't expand the graphs or move them. But for some reason it shows two network graphs - one called Network and one called Local Area Connection. The Local Area Connection shows no activity even though all traffic is going through my Ethernet adapter.

True, it's just that it may be hard to identify which adapter is which without seeing the graphs.

This is basically what I suggested in the second half of my answer.
