have you simply tried it without the 2 commas. They are not needed, and from the linked answer (thanks, @DavidPostill ), they had to create a test within cmd.exe to test for the presence of the commas

semantics... 2>&1 is saying that the output from STDERR should be redirected to the same output as STDOUT. 1<&2 is saying that the output from STDERR should be used as an input to STDOUT. Both produce the same result, and are simply a matter of preference

Look into PCL and/or PS - most HPs (or equivalent) should be able to translate those files into an output. Also, most printers connected via Parallel or Serial port will accept plain text, with the form feed character (ASCII 12) ejecting the page

try executing without the switches that specify engine and remove the splash line: VBSFile="%%SystemRoot%%\System32\WScript.exe" "%%1" %%* - also, may need only one % sign, rather than the doubling %% I show.
