@LA_ since this is a case for custom parsing of the input, I doubt you'll find a pre-made plugin for it. However, since you've already found a Python solution for translating the file, implementing it in Sublime should be trivial.

@LA_ yes, you can. Here is the ST3 API for your perusal. The reason I suggested a plugin is that there are certain things you can't do in the console, like for/if/while loops, function declarations, etc. - basically anything you can't do on one line.

@LA_ Sublime Text 3 is built on top of Python 3.3, so all you need to do is paste each string into the console and it'll display the correct encoding. However, this isn't really feasible for a 10MB file, so a plugin would work better.

@jdln You didn't indicate in your question you were trying to change the mouse cursor. You need to set that in your Windows configuration settings - Sublime has nothing to do with that.
