The error indicates that one of the directories within the path is not readable by Apache. As I mentioned, I prefer to make Apache a member of the group of the user, so you don't have to open up permissions to all users. You'll run into problems later, most likely, if you go that route (suexec will refuse to run things with too-loose permissions, like you now have). This has the pleasant side effect that you probably don't need to micromanage permissions, since the umask will probably get it right for you by default.
