First, this is off topic on stack overflow. Better places to ask include superuser, or askubuntu, or linux&unix. First figure out exactly what you want to allow tomc to do. tomc should be allowed to do _____ but not ________. Then ask. Sudo is for commands that require root (admin) priv. He can run bash already without running it as root.

Although use of sudo can be restricted to particular commands, this can be tricky and requires some trust. If you do not trust the user, then giving them any sudo access is a bad idea. It will either give them root privileges or give them a focused app to attack to get root privileges. Letting someone run sudo bash is equivalent in most ways to having the root password. From a sudo bash shell they can run any admin command, install or delete software, delete users and directories, etc.

A lot of these bizarre javascripts contain their own decoder, and decode to a link to advertising. Usually an advertisement for a ripoff, hosted illegally on someone's forgotten, insecure website that was cracked into.

You asked two different questions... oh well. What it does depends on what is on the USB stick. A standard Ubuntu live demo will not normally erase windows, unless you tell it to or enter malicious/careless commands from root(admin). Most standard Ubuntu live demos have a web browser and maybe openoffice that you can play with to decide whether to do a permanent install (e.g. check that the mouse, screen, keyboard, speakers really work) but do not start servers or other backdoors. However, if you find a stick in the parking lot or get one from an evil genius friend all bets are off.

Well, I don't recall the country, but the documentary featured lots of mud. I worked in Hong Kong for a while and never saw a dirt road. Even the hiking trails were paved, and some had nice brick staircases (e.g. east of Sai Kung).
