The screenshot looks like it has semi colons between the arguments instead of commas. Try semi colons.

Are you currently focused on the cell with the formula in it? When you press Enter, does the formula evaluate?

I'm leaning toward this being a bug in the way Word 2010 does mail merging. I'm posted the question to the Microsoft Community form as well ( answers.microsoft.com/en-us/office/forum/office_2010-word/… ).

I tried manually changing the <meta name=Table content=CirculationForComment> to include the schema name. <meta name=Table content=Permit.CirculationForComment> does not work because the mail merge code automatically puts double-quotes around the table name.

@AdamV Our admins really discourage cached mode. The home drives are networked, and the profiles are synced with a server, so caching the files would increase the network traffic. The local filesystem is frozen, so that's not an option either. Even if the files could be local, moving the mail out of the Exchange server removes some of the security management abilities from the admins. Too bad this can't be done without cached mode.
