Persistence never makes you right, and not always more informed, but helps if you are on the right track. Always being willing to learn matters. Wishing doesn't change as much.

Everyone is entitled to an opinion, but everyone can not be correct. There are things which are either true or not.

This may not be your issue, but it was mine. I had the same exact issue where it was not the vpn that was a problem but the network stack was damaged oyam.ca/blog/2011/11/windows-miniports

comment VLOOKUP using dynamic workbooks in VBA
Is the name of the workbook2 is always the same, is the data range it contains always the same? When workbook2 is created does it have named range for the data. If there is consistency, or if you can always name a working copy of workbook2 the same, you can probably define it's data range and your vlookup formulas can remain unchanged.

comment Moving Right When Dragging Formula Down
This does seem more elegant, and not having a volatile formula is a better approach. Thanks for a better answer

comment Is there a formula I can use to count the number of occurrances of a name in 1,2,3 order?
this works well and you can make this draggable by changing the first formula to =countif($A$1:A1,A1) and drag it down

comment Formula to return values into a number of cells based on another cell's value.
Do you have a formula in B1:B4 now? What is it?

comment vlookup in a cell that contains mid formula
If the value is in the table you are looking at, it may be the mid formula is return a text format which will not match a numeric value, even if they appear the same. Thus bdr9 is right to ask what the content in the location lookup table is
