For external HDs where I cannot control the power down settings, I started using keepalivehd.codeplex.com and am satisfied. You can put the time-period to slightly below the period before the drive powers down. In your case (internal), you have control of the settings directly, like outlined in the answer below.

It is a Windows Active Directory environment. Still, I suppose the name resolution comes from the DNS server in the network. (I am not that familiar with that..)

only few programs use IE settings. even windows itself seems very good when using the proxy for activation, but bad when using the proxy for update (though this works.. sluggishly..)
