I would much prefer to make a new partition as it would be cleaner (i.e. not fragmented). I would not need a third drive actually, because the broken drive is 500GB, whereas the new drive is double that. But I have an external drive if the need arises anyway.

I removed my page file, and the problem isn't fixed. I really want to fix this issue. It seems like poor programming on Microsoft's part.

Where would you suggest moving the page file? I need it (commonly paging despite having 8GB RAM - photo editing for you). It's not going on the SSD :P

No, but the error is due to UAC, not a filesystem error. UAC is preventing me from writing to the root of a drive, because it thinks it's the system drive for some reason. Do you think it's actually worth doing a disk check?

There are no deny rules in place, and I am trying to write to the root by right clicking and hitting "new bitmap image". Or, by trying to get Photoshop to use F: as its scratch disk.

@Rain just noticed your question. It's a DGND3300 ADSL modem and router combined. However, as you can see from the edit on the OP, I've narrowed down the problem to a device setting. I now get speeds of about 12MB/s [96Mb/s] on contiguous files, which is damn near the theoretical maximum. Gigabit can wait for now :)
