This question [serverfault.com/questions/91520/… on serverfault covers exporting and importing security policy settings. You could run those commands in a batch file. From a quick glance it uses secpol.msc, which overlaps with gpedit.msc mentioned in your linked answer, although I couldn't see the settings mentioned in your linked answer in either tool on my system, so not 100% sure if this link is relevant. Worth a look anyway.

Last modified date wouldn't help - what about Creation date? You can use 'dir /t:c' to get that.
