Are you saying that everything works from your local network, but it doesn't work when you try to access your Pi remotely over the Internet?

Did you keep the same SSID? Perhaps the Windows 8 RT device is confused if the SSID stayed the same. Is there an option in Windows 8 RT to forget a network? Have you tried that? i.e. tell Windows 8 RT to forget about your old connection and learn it all over.

What do you get if you execute: type minizinc? Could a minizinc executable be in /usr/local/heroku/bin that is for a different platform is missing a required shared library? I only ask that because I was burnt by this myself.

Is there a reason why you picked the name mod_rewrite for this directory? As mod_rewrite is the name of the Apache module that processes rewrite rules, however you haven't listed any rewrite rules.

comment Explorer.exe hangup during move large file into external drive
If you right-click on My Computer and then click on Manage then in Computer Management view the System event logs, do you see any errors being logged? I wonder if you are getting any errors reading your hard drive or writing to the USB drive.
