Sounds like you have some malware of some kind installed that's trying to redirect you. Either that or you're on a managed Wifi network that needs you to login.

With banking transactions you're still not trying to hide anything from a user, just move the data around safely. You could move a video file around safely, but you can't stop the receiver from just keeping a copy of the unencrypted version (or just using screen capture software)

If you reformatted them, I'd expect Windows to chose FAT32/exFAT for all external devices. I could imagine that drives smaller than 2GB it might pick FAT instead though (2GB being the maximum size for FAT)
