it uses zero power is kind of a bold statement. This would only be true if the computer was actually unplugged from the wall after going into hibernation. A motherboard will keep drawing power (although quite little), even when the computer is turned off.

Yep, that was it. Thanks so much! My POST is still the slowest part of my booting sequence, but it's much better now. If you put an answer down I'll mark it as accepted.

That might be it actually - I have my CDROM drive set as my first boot device. I'll try making the SSD the first boot device and see if that helps.

Well this is the order: the boot screen (press DEL to enter BIOS etc) - POST screen (checking for devices) - Loading Operating System screen - Windows boot screen. The POST & Loading Operating System (especially the second one) takes the longest.
