revised Why does Windows only show about 3.5 GB of my more than 4 GB of RAM?
Editing to be more technically accurate - as with PAE you can use more than 4GB as evident by the Microsoft article and Windows Server editions

comment Test wireless speed?
Even if people say it's a bad test - it's surprisingly pretty accurate. Obviously you wouldn't use such a test in a PhD thesis, but for testing home/small business it works. Motorola AP vs E1000 running DD-WRT shows a huge difference.

VurusTotal says it's clean: virustotal.com/en/file/… also the file was digitally signed. I would say it's legit.

comment How to activate the inactive RAM in a server?
@Ramhound If the OP was using Windows XP 32bit - then XP will refuse to use anything above ~4GB of RAM - regardless of how much physical RAM they have. PAE, for Windows 32bit, is only licensed for the server editions.

Don't disable UAC - instead set it to not black out the screen.
