No, this happens in all contexts (text editor, browser, etc). The symptoms are exactly those of an international keyboard, except that I don't have the international keyboard available — even using the toggle has no effect.

Aha. Sorry about that. I'm on Windows 8. I'm not using the international keyboard layout — I'm using UK layout. There are no other keyboard layouts currently selected.

Windows, using Powershell. I've got mingw32, ruby, python, and some of the *nix-like commands via git bash. Sorry, I realise my typo — I meant 'batch', not 'bash'.

This works great. There's a bunch of granular options to specify behaviour when Item exists on left side only, Right side is newer, etc — the batch tool can execute every 0 seconds for near instantaneous response without any noticeable performance hit (for 300 files over 150MB), it reports and optionally alerts/pauses/logs on change… GUI interface is a bit weird and it takes tweaking, but it's powerful and flexible. Again, many thanks.
