It seems that instead of improving the rules of the standard proxy they added a second one and told you to use the latter to bypass the former. It does not make much sense to me. Why force you use a proxy for acceptable accesses?

The CPU usage percentage is calculated with reference to one core. If a program uses several threads, it can show a CPU usage higher than 100% (the limit would be the 100 times the number of cores).

For running simple commands such as "ssh machine" you do not need running a shell (sh -c). It is needed to perform redirections and pipelining, wildcard expansion, conditionals etc. but not for running plain commands.

The bad thing about faulty closed software is that you have got very few possibilities to debug or improve it. You would find amazing things when strace-ing some programs :) Active waits, redundant repeated file accesses and so on.

Just by killing the process the tab will not disappear. You are actually producing an abnormal condition inside chromium. Maybe you might need a plugin.

ssh connection problems are never solved from the client side (it mostly just says "no") but from the server side (look into /var/log/auth.log or the like). For security reasons, the server will not provide detailed information on access denials.
