I'm glad you were able to get it working. I finally did a complete reinstall: that did the trick. I'm glad I have my /home as it's own partition.

I see java in /usr/bin, but when I use this, SQLDeveloper tells me this is just the JRE not SDK.

I don't know the min recommended size for Win7. But I usually do 10% (of the drive) for each OS and the rest for the shared partition. If you're worried about space, make the OS and workspace paritions smaller and leave empty (unused) space between them. That way you can increase their size later.

Note: with older versions of windows, you need to install windows first. I've never done a Win7/Linux duel boot system, so I don't know if this is still the case (but it won't hurt to do windows first)

After getting a new cable, I connected both the HDD and DVD. Both were recognized. I must have not plugged it in all the way the first time.
