I've definitely seen positive numbers in all the packet loss fields. And I don't know how they do it, but one way you could know about receive packet loss is to have packet numbers that increment, so if you receive 1,2,3,6,7,8.9,10 but not 4,5 then you have 20% receive loss. I've also seen the two numbers differ significantly, with the second number varying over a bigger range, so the moving average seems plausible for the behaviour I've seen.
