Latencymon is not telling you anything useful. It is noticing, as you already have, that your computer is taking a long time to respond.

Since you are describing Windows Explorer problems, look to see if there ary any Shell Extensions associated with the new hardware: nirsoft.net/utils/shexview.html

comment How to make SUBST mapping persistent across reboots?
It is visible to the file system, and it is visible to the local file system -- it's marked as a network drive, just as some drives are marked as removeable drives. That doesn't make such drives not a part of, or not visible to, the local file system -- it makes them network/removable drives in the local file system.

comment Prevent Caching in Windows FTP (Explorer)
The Explorer setting is not "disable cache", it is "enable cache checking". Although it applies to both http and ftp items, the action is to check the date/time on the remote item, rather than just trusting the expiry date of the local cached item. Also, to force a reload (when the item date/time has not changed), just reload the page/item, using "reset" or "F5", you don't have to clear the whole cache.

comment Why does set command shows different value of PATHEXT variable than what's in the registry?
The 'default' string you are seeing matches the PATHEXT policy template. Do you have a Domain Policy setting or Local Policy setting for PATHEXT?

comment Search for emails that begin a conversation in Outlook?
I'm using an old version of Outlook, but if I go Tools, Macro,Visual Basic Editor, it takes me to a VBA project where I can write search functions. Not an answer because I don't have an example that does exactly what you want.
