Unfortunately, use of -M precludes the use of compression on all versions of tar (big down side), doesn't help at all extracting existing split archives, and has the an issue of portability.

I know it's non trivial, I'd like collisions to make whichever file is newest appear in the merged directory. I can't see how hard linking helps at all over soft linking though, and it won't work if a and b are on different drives.

@Daniel Andersson That would not create a directory appearing to show the merged contents of a and b which was the point of the question.

this is off topic and doesn't belong here. Sometimes routers will bridge together sometimes they wont. It's most likely to work if they are the same model, different manufacturers is anyone's guess, and in my experience often doesn't work. You'll have to try it.
