comment IE doesn't work with localhost + port
Internet Explorer has never had a problem whereby a space was required before the charset attribute. The suggestion otherwise is misleading to anyone finding this "answer."

comment IE doesn't work with localhost + port
Internet Explorer does not care about the space before the charset. (Hint: I have the code).

You said "Decoded" twice above. Was the content in question compressed using HTTP Deflate by chance? If so, dupe of stackoverflow.com/a/26723126/126229

No, Internet Explorer doesn't care, at all, about the blank. You can tweak the header with Fiddler for any site and see that this is the case. You can also return the exact response using Fiddler's AutoResponder and find that it works. The most likely explanation is that he failed to properly disable Enhanced Protected Mode, which results in the exact behaviors described with and without Fiddler.

comment IE10 unexpectedly sends a HEAD request for PDF. What has changed?
IE has always sent a HEAD request when downloading content for an object tag if the type of that Object is not known. Specify a Type attribute on the object to avoid needing that. Keep in mind that the PDF handler may itself make a HEAD request too.

comment NTLM Proxy - HTTPS Alternative to CNTLM?
It's not clear that this is a programming question. What specifically do you need to accomplish? Have you tried using Fiddler?

comment How to find out when images cache expire?
In Fiddler, look at the Caching response inspector. This Inspector consults the Expires and Cache-Control headers and if they're missing, computes the heuristic expiration time using the RFC2616 algorithm.

comment How can I get Fiddler to watch traffic through CNTLM
Fiddler doesn't ignore anything, so it's not entirely clear what you're asking for. Can you please be more specific about what isn't working, and what you're hoping to do with Fiddler?

comment Connection speed fast once I start Fiddler
Fiddler caches DNS responses, but so do browsers. When you say "no proxies are configured": What exactly are the settings inside IE's Tools > Internet Options > Connections > LAN Settings?

comment Diagnosing a BSOD involving USB
It appears that the blue screens in Windows 7 usbehci.sys on my HP Pavilion Elite HPE450t are caused by a bug in the Intel 5 Series chipset used by the motherboard. Alas, no fix until HP releases a BIOS update. 33.
