comment CLI cURL works flawlessly, Apache with mod_php cannot resolve host, how to fix?
Maybe curl_init(gethostbyname('www.google.com')); works? Not that pretty though, and just hiding the root cause of the problem. :-)

If you try to put 80.233.168.207 www.google.com in your /etc/hosts you should be able to confirm that this is a DNS issue. It's a bit strange that your CLI command manage to perform the lookup though. FYI, the code works on my Apache installation.

comment How do I write a rewrite rule for a virtual host in Apache?
Mybe you could solve it without a RewriteRule or RedirectMatch using a symlink instead?

comment How do I write a rewrite rule for a virtual host in Apache?
Since RedirectMatch working in the browser but not in the tool your tool probably handle redirects faulty, unless it access some other strange URL that is not matched. Do you have any log showing what URL the tool uses?

Are you sure your vsftpd does not jail your user so that you can never change directory to /var/www/html? This link might help you if you are unsure of what jailed is ubuntuforums.org/showthread.php?t=518293
