@magicandre1981 I guess that was it. I tried a few things to get rid of it and partially went by what people were saying at sevenforums.com/system-security/290614-sfc-warning.html, but I think the two that probably worked were ESETSirefefCleaner and RogueKiller - at least RogueKiller. After that, scannow /verifyonly acted like everything was fine, and I was able to install IIS. You brought up CBS and sfc /scannow, so go ahead and post it all as an answer.

... "\SystemRoot\WinSxS\amd64_security-malware-windows-defender-events_31bf3856ad36‌​4e35_6.1.7600.16385_none_118cf1dcd54a3dea\MpEvMsg.dll". I looked it up, and apparently ZeroAccess somehow messes with a link or something (?) to that dll and redirects it to another folder. sfc /verifyfile doesn't work too well with that file, and when I access its properties, Windows suddenly starts thinking it's a shortcut with target \Windows\system32\config. I think this issue has been on the computer for a while and has survived Kaspersky and McAfee, so I'm hunting for a way to fix it.

@magicandre1981 Sorry it took me a little while. Looks like ZeroAccess is involved. sfc /scannow kept failing somewhere close to 65%, other Windows Updates would either succeed or fail, depending on which they were, chkdsk didn't help very much, etc. Today though I tried sfc /verifyonly, and it came back saying that stuff was corrupted. I looked in the CBS log, and there were four Error log lines grouped right there together, with the first one saying things like (F) STATUS_FILE_IS_A_DIRECTORY and ...
