Per the forwarding rules on the LAN, all outbound traffic is allowed and there are no MAC filtering blocks.

I tried using a free VPN service; didn't help. I asked the network administrator and he said there isn't any MAC-specific or IP-specific blocking on the remote server.

It sounds like you have a strong preference for a hardware solution, but maybe WMI's Win32_ComputerSystem.PowerState or Win32_PowerMeter might help. Also see the Win32_PowerMeterEvent, which you can use to programmatically respond to changes in the power meter without polling.

Have you tried using Autoruns? It has a more extensive list of what runs (or is supposed to run) on startup than both msconfig and Task Manager.

And if the reason why you were unable to access the Manage optional features settings page, was because you couldn't open Control Panel, then you should add a link from question 1 to question 2.
