I had that registry key, I deleted it and restarted Windows, after that, the keyboard keys are back to their normal! Thanks!

@ Ƭᴇcʜιᴇ007, I'm using a new user account, but the system was installed and used before me. Keys are actually in the expected place. Keyboard and region settings look right. I will check it in Safe Mode and in BIOS as @user370244 suggested.
