My answer saved the day and you want to thank me? Why not buy me something on Amazon?

Share relevant nginx logs if available. What's in the Windows Event Log?

/var/log/secure for starters. Check your ${HOME}/.ssh/authorized_keys if it matches the key loaded in PuTTY. Check that the format is correct.

comment Can't connect to my email server
netstat -panet and iptables -L -vnx output would help. Did you check with tcpdump if any traffic actually reaches your server?

comment The Ubuntu package development environment
it would. you can build for multiple versions on a single system and don't have to create VMs for every build target. Furthermore, it will reset every time you run a build, ensuring all dependencies are listed correctly.

Different OS, yes. I edited my answer. OP didn't mention a different computer.

Not permanently, no. Any messing up is lost upon removal of the power cord :D

You could try the misbehaving in a different computer, if you have one, to rule out a faulty controller, but if your optical drive is fine and other drives are fine, I wouldn't put too much hope in it. If the drive is really bad, at least trying it in another computer will perhaps confirm it.

comment using iptables to prevent RST related to a specific port
Correct. libpcap intercepts packets earlier.
